This review is based on a combination of replies to a questionnaire from both governmental organizations and non-governmental organizations, field research and personal interviews. In total 25 countries were covered by the review. It offers an understanding of the progress accomplished to date in implementing the Convention, the obstacles encountered in doing so, and the work that remains to be done.
