Roadmap for the Development of Prison-based Rehabilitation Programmes
The purpose of this document is to provide a practical roadmap for prison administrations in order to assist them in developing (a greater number and variety of) high-quality and sustainable rehabilitation programmes and initiatives within their penal establishments. The term “roadmap” implies that this document is intended to provide a series of practical steps which need to be taken in order to arrive at a particular destination – in this case a prison system which meets, or makes progress towards meeting international standards and norms with regard to prison-based education, vocational training and work programmes.
