Assessing the Need for Police Reform in the Context of Good Governance and International Cooperation

This paper was presented at the annual meeting of the American Society of Criminology, in Los Angeles California. This discussion paper briefly reviews some of the lessons that can be drawn from over a decade of technical assistance activities in developing countries, with particular reference to police reform. Throughout the discussion, a preliminary overview is offered of numerous practical considerations and principles that should be incorporated into future training and capacity building activities undertaken as part of police sector programming and reform efforts.
