Vivienne is a criminal justice professional with more than 20 years of experience in the security and justice sectors, having worked in a government service (Singapore), an inter-governmental agency (Commonwealth Secretariat, London), a non-governmental professional organization (Commonwealth Magistrates’ and Judges’ Association, London) and currently a United Nations affiliated research institute (International Centre for Criminal Law Reform, Vancouver) focusing on the promotion of the rule of law and good governance, human rights, peace-building, criminal justice reform and policy development, and institution building in post-conflict societies. This includes programs to assist the effective implementation of international standards and norms and international treaties in particular those relating to transnational organized crime, counter-terrorism, corruption, human trafficking, juvenile justice, women’s rights and violence against women, prison reform and the social reintegration of offenders.
