Ms. Michèle Kingsley
Senior Assistant Deputy Minister, Crime Prevention Branch
Michèle Kingsley is a seasoned executive, with close to thirty years of experience in the Government of Canada. She has worked in policy, program, and central agency roles in the fields of immigration, refugees, and citizenship, economic development, national security, and environmental affairs.
In June 2026, Michèle joined Public Safety Canada as the Senior Assistant Deputy Minister of the Crime Prevention Branch. In this role, she is responsible for leading policy files and programs related to firearms, corrections, criminal justice, law enforcement, policing, and community safety.
Previously, Michèle served as Senior Assistant Deputy Minister of Strategic Directions in the Office of the Chief Human Resources Officer (OCHRO) at the Treasury Board Secretariat, where she led workforce business intelligence services and people management policies. Prior to that, in her role as Assistant Deputy Minister of the Economic, Family and Social Immigration Sector at Immigration, Refugees and Citizenship Canada, Michèle led the development of immigration policies and programs to address economic development, labor market needs, and family reunification. This work focused on federal and regional permanent residence programs, temporary foreign workers, and international students.
Prior to that role, Michèle was Assistant Deputy Minister of Operations, where she led work related to ensuring the health and security of Canadians, safeguarding the integrity of the immigration system, shaping the asylum system, and resettling refugees through economic pathways.
Michèle previously held various roles, including at the Privy Council Office, Public Safety Canada, and Industry Canada. She holds a Commerce degree specialized in Finance and International Relations.
