Eileen Skinnider is an international consultant on justice, gender and human rights issues and a Senior Associate of the International Centre for Criminal Law Reform. A lawyer by profession, with an LL.B. (U of S, 1987) and LL.M. in Public International Law (LSE, 1996), she has over 20 years of experience in conducting research, developing global tools, and providing technical assistance regarding the national implementation of international human rights and criminal justice standards.

Eileen has been involved in ICCLR’s Rule of Law technical assistance projects in Thailand, China, Ethiopia and South Sudan in such areas as fair trial standards, child exploitation, organized crime, anti-corruption, international criminal law and corrections. Eileen has also worked with the UNODC and UN Women on the situation of women in the criminal justice system, including drafting of the UN Updated Model Strategies and Practical Measures on the Elimination of Violence Against Women in the Field of Crime Prevention and Criminal Justice, developing global handbooks for prosecutors and judges, a Blueprint for Action on implementing a coordinated criminal justice response, and a module on justice and policing as part of the UN Joint Global Programme on Essential Services for Women and Girls who have been Subjected to Violence. She has been involved in capacity building projects at the state level in Viet Nam, Thailand, Namibia, Egypt and Ukraine undertaking various activities from attrition studies and assessments to legislative reviews, policy development and training. Eileen has also worked with the Council of Europe’s Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) in their evaluation visit to Finland; for the Thailand Institute of Justice (TIJ) on comparative research in the ASEAN region on women as justice makers and violence against women and children; and for Medecins Sans Frontieres (MSF) as a Humanitarian Affairs Officer in Afghanistan, Sudan, Uganda and Ethiopia.
