Role
The Executive Director is responsible for the leadership and management of the International Centre for Criminal Law Reform and Criminal Justice Policy (ICCLR or the Centre) under the supervision of and in accordance with the strategic direction set out by the Board of Directors. The Executive Director will report to the President.

Primary Duties and Responsibilities


Leadership

• Participate with the Board of Directors in developing a vision and strategic plan to guide the work of the Centre.
• Identify, assess, inform and advise the Board of Directors of internal and external issues that affect the Centre.
• Foster effective teamwork between the Board, the Executive team (President, Secretary-Treasurer, Executive Director) and ICCLR staff.
• Act as a spokesperson for the ICCLR/Board and represent ICCLR at community activities.

Operational Planning and Management

• Develop, maintain and implement an operational plan that aligns with the strategic direction of the Centre to meet the expectations of its stakeholders, Board and donors.
• Oversee the day-to-day activities and operation of the Centre.
• Draft policies for the approval of the Board and prepare procedures to implement the organizational policies; review existing policies on an annual basis and recommend to the Board changes as needed
• Provide support to the Board by preparing meeting agenda and supporting materials.

Program Planning, Management and Delivery
• Oversee and participate in the planning, development, implementation and evaluation of the Centre’s projects, programs and services.
• Work with Centre Associates and staff to develop project and funding proposals.
• Monitor the day-to-day delivery of the programs and services of the Centre.
Human Resources Planning and Management
• Determine staffing requirements for the Centre’s management and program delivery.
• Oversee the implementation of the human resources policies, procedures and practices including the development of job descriptions for all staff.
• Promote and oversee a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.
• Recruit, interview and select staff that have the right technical and personal abilities to help further the Centre’s mandate.
• Ensure that all staff receives an orientation to the Centre and coach and mentor staff.
• Implement a performance management process for all staff, monitor on-going staff performance and conduct annual performance review.
• Recruit, maintain and manage ICCLR’s expert resource pool including its Associates.

Financial Planning and Management

• Work with staff and the Board (Finance Committee) to prepare and administer an annual budget.
• Work with the Board to secure adequate funding for the operation of the Centre and participate in fundraising activities of the Centre.
• Approve expenditures within the authority delegated by the Board
• Administer the funds of the Centre according to the approved budget, monitor the monthly cash flow, review monthly bank statements and provide ICCLR Finance Committee and Board with comprehensive, regular reports on the revenues and expenditures of the Centre.
• Comply with all legislation covering taxation and withholding payments
Partner/Stakeholder Engagement
• Communicate and collaborate with various United Nations partners and entities, including UNODC and the Programme Network of Institutes (PNI).
• Communicate with other government and non-governmental stakeholders to keep them informed of the work of the Centre.
• Establish good working relationships and collaborative arrangements with community groups, donors, politicians, and other organizations to help achieve the goals of the Centre.

Risk Management

• Identify and evaluate the risks to the Centre’s people (clients, staff, management, volunteers), property, finances, goodwill, and image and implement measures to control those risks
• Ensure that the Board of Directors and the Centre carry appropriate and adequate insurance coverage and that the Board and staff understand the terms, conditions and limitations of the insurance coverage.

Professional Qualifications
• Five or more years’ experience leading a not for profit organization.
• Solid, hands-on, budget management skills, including budget preparation, analysis, decision-making and reporting.
• Knowledge of fundraising strategies and donor relations unique to not for profit sector.
• Experience working within the Criminal Justice System.
• A bachelor’s degree in relevant discipline.
• Strong written and oral communication skills.
• Demonstrated ability to oversee and collaborate with staff.
• Skills to collaborate with and motivate board members and other volunteers.
• Strong public speaking ability.
